Two of us jointly run an area and we would both like to be the owner of its Strategy Document. The field only seems to accept one person.

One owner, deliberately. The field exists to answer "who do I chase", and a field that can hold two people stops answering it.
What usually works is naming one owner and adding the other as a manager on the document. The permissions are the same; only the label differs.
