A dashboard tile shows 41 open items. Clicking through to the list shows 38. The gap has been stable for a few days, so it is not a timing issue.

Worth checking whether the list view has a filter applied that the tile does not. A saved filter on the list is the usual cause, and it persists between visits, so it is easy to stop noticing it.
