I sent an invitation from the admin screen and it shows as pending, but my colleague says nothing has arrived. It has been about two hours.
Their address is on the same domain as mine and ordinary email between us works fine.

Pending means the invitation was created, not that the message was delivered — those are two different steps, which is why the screen looks fine.
Ask them to check the spam folder first, since that accounts for most of these. If it is not there, resend from the same screen: the resend goes out on a different path from the original and usually lands.
If the second one also fails, it is almost always the receiving mail server silently dropping it. Your mail administrator will be able to see that in their logs, and allow-listing the sending domain fixes it permanently.
